Giving Local Altimeter Readings

When an aircraft initially "checks" in on my approach sector should I normally give them a response of the altimeter for my sector? 

If so, when else should I give altimeter?  Would I give it to a departure a/c upon radar contact?

if they dont check in with current ATIS information, then you do give them an altimeter.

departures dont get an altimeter because the controllers on the ground should have made sure the aircraft has the current altimeter and weather info.
